I use multichrome (aka color) when I feel that the colors are essential in conveying the mood, feeling, or message of the image. Sometimes, the colors are the essence of the image.
In contrast, when the essence of the image is in the lines, shapes, tonal contrast or historical significance of the subject and I feel that color may diminish the emotions and feelings of the scene, I choose to work in monochrome (aka black and white or sepia). Often I will digitally reproduce historical photo techniques when these serve to capture the mood or when I believe the subject needs to be presented with a historical perspective.
